国外公共数字文化服务中的社会参与模式及其启示

Social Participation Models and Its Enlightenment in Foreign Public Digital Cultural Service

国外相关法律和政策的推动为公共数字文化服务中的社会参与创造了良好环境,已经形成了多种社会参与模式,包括以理事会为依托的管理决策式参与、呈缴本制度要求下的资源提供式参与、开放性的资助捐赠式参与、基于业务外包的合作式参与、基于网络虚拟社区的用户贡献内容式参与,呈现出参与模式的多样与多层面、参与主体的多元化、参与活动的开放性等特征。对我国公共数字文化服务中的社会参与具有借鉴作用,我国需要创造社会参与的政策与法律环境、加快法人治理改革、吸引社会捐助、重视网络参与。

The foreign laws and policies creative good environment and promote social participation in digital public cultural service, has formed a variety of social participation models, including the management and decision-making rely on council, provide resources under the requirements of payment of the system, open donation, outsourcing, users contribute content based on network virtual community. Some features are summed up： diversification and multi-layer of participation patterns, participants diversification, openness of participating activities. These could provide references for social participation in public digital cultural service at home. We need to create the environment of policy and legal for social participation, accelerate corporate governance reform, attract social contributions and attach importance to networked participation.
