从社会组织评估主体的多元化看第三方评估

Study on the Third Party Social Organization Evaluation from the Perspective of the Diversification of Evaluation Bodies

社会组织评估模式有多种选择,但如果能在总体上实现评估主体的多元化,则有利于形成竞争,提高评估效率。在我国,社会组织评估主要由民政部门发起,由民政部门实施,总体上是一种政府主导的评估模式。但是,目前政府正积极探索第三方评估,实质上是把具体的评估工作委托给独立的第三方承担,体现了评估主体的多元化思路,这对提高评估的专业性、公正性以及评估效率具有重要意义。本文认为,应该从制度上完善政府部门对第三方机构的监督和激励机制,以充分发挥第三方在社会组织评估中的作用,实现政府在社会组织评估方面的目标。

There are several choices of social organization evaluation mode, and if we can diversify the main body of evaluation, we can form the competition and improve the efficiency of evaluation. In China, the government starts and funds the social organization evaluation, also it establishes the standards, it is a government-led evaluation mode as a whole. Sometimes the implementation job goes to the third party such as other social organizations and even private enterprises, and we think it means diversification of main body, which is significant to improve the professionalism, impartiality and efficiency of evaluation. If the government improves the supervision and incentive system of the third party to evaluate, that system could help to achieve goals of government on social organization evaluation.
