犬猫产地检疫工作浅析

Analysis of Originated Quarantine of Dog and Cat

本文从伴侣动物产地检疫的法律规定入手,分析了犬猫产地检疫的工作现状,列举了当前存在的缺少统一畜禽标识、实验室检测成本过高、贩卖的幼犬难以完成规定免疫程序、省内动物检疫证明的有效期设置过短、对携带犬猫自驾外出难以监管等一系列问题,提出了建立统一的宠物身份识别系统、尽快出台宠物健康标准、引入风险评估机制、下放省内动物检疫的管理权限、修订完善相关法律法规等建议。

Based on the relevant regulations, the problems of the current originated quarantine mechnism for pets were analyzed, such as lack of unified identification, incomplete vaccination for immature pets, high laboratory testing costs, transitory validity set of provincial animal health certificate and the difficulties in supervision of dog or cat in road trip. Suggestions of establishing unified identification system, introducing a set of pet health standards and risk assessment mechanism, transferring animal quarantine power to province level, and revising relevant laws and regulations, were put forward.
