固始县白果冲水库溢洪道规模论证

摘要 白果冲水库位于河南省固始县境内的淮河二级支流石槽河上游,库区内高程136m以上地势较平坦,现状多为耕地,且该高程以上有较多村庄分布,水库正常蓄水位选定为135m,为保证工程兴利效益,同时尽量减少征地移民投资,需采取技术措施降低征地移民搬迁高程。通过水库在主汛期设置汛限水位,并合理设置溢洪道规模是可以达到该目的。固始县白果冲水库工程设置汛限水位133m,通过对溢洪道控制段堰顶高程和宽度的详细论证,降低了工程5年一遇洪水位和20年一遇洪水位,使工程征地和移民搬迁高程基本由正常蓄水位加相应的超高确定,从而大幅降低了工程征地移民投资,降低了社会稳定风险,由此确定了工程建设投资最省的方案,保证工程得以上马。 Baiguochong reservoir is located in upstream Shicao River which is a tributary of Huai River in Gushi County of Henan province. Above the elevation of 136 m in the reservoir area, the terrain is relatively flat and there are much cultivated land and villages. The normal water level of the reservoir is selected as 135m. In order to ensure the project benefit, while minimizing the resettlement investment,it is necessary to take technical measures to reduea the elevation of land acquisition. By setting the limited water level of reservoir in the main flood season and spillway scale reasonably, the goals could be achieved. The limit water level of Gushi Baiguo reservoir engineering is 133 m. Through a detailed proof of the weir height and width of the control section of the spillway, the article lowered the design water level for Frequency of 20% & 5 % under the premise of the con- stant project benefits. So that the elevation of Immigrants and land requisition define from the normal water level plus ultrahigh, significantly reduce the Immigrants of land requisition investment, and determine the most economical plan of the construction investment.
