水电移民长效补偿安置方式生态环境效益

The study on the ecological and environment benefit of long-term compensation resettlement way in hydropower construction

水电建设项目移民长效补偿安置方式相比传统安置方式，不需要开垦新的耕地，可以保护库区林地，对库区具有良好的生态环境效益，以澜沧江里底电站为案例，定量计算长效补偿所保护的林地的保护水资源效益、保持土壤效益、净化空气环境效益、改善小气候效益、净化空气效益、维持生物多样性效益，来评估计算各种效益的经济价值，以各种效益价值之和作为整个森林生态环境效益的经济价值，从而说明长效补偿移民安置方式具有良好的生态环境效益。

Compared to the traditional resettlement ways in Hydropower construction projects, the way of long-term compensation and resettlement has much benefits , which do not need the creation of new arable land, can protect forest land of the reservoir area, and has a good eco-envi- ronmental benefits. This paper quantitatively calculates the benefits, cased on Lidi hydropower of the Lancang River, including the benefits of protection water resources, soil conservation benefits, environmental benefits of cleaning up the air, benefits of improving the micro-climate, the benefits of cleaning air, the benefits of maintenance of biodiversity and so on,and then calculate the whole economic benefits of various benefits, which can show long-term way of compensation and resettlement has good eco-environmental benefits.
