由于经济活动空间不平衡和空间交易成本的存在,通过区域一体化以及产业空间布局的优化,能够促进消费者福利的改善。而地方政府之间为了地区经济增长、税收收入等进行着激烈的竞争,阻碍了区域一体化的推进,故此,中央政府可以通过一系列手段激励地方政府支持区域一体化,比如在对地方政府官员政绩进行考核时,将考核重点从辖区GDP的增长,转移到居民福利的改善上。

In view of the spatial imbalance in economic activities and the existence of spatial transaction costs,optimizing regional integration and industrial spatial layout can promote the improvement of consumers’ welfare. The fierce competition among the local governments to strive for regional economic growth and tax revenue has hindered the furtherance of regional integration. The central government can take a series of measures to motivate the local governments to support regional integration.For instance,the emphasis in evaluating the achievement records of local government officials can be shifted from the growth in local GDP to the improvement of the residents’ welfare.
