九十年代后，随着互联网在世界范围内的迅速发展及其应用范围的不断广泛化，互联网建设受到了世界各国的高度重视，特别是网络媒介对新闻传播的涉及，大大加快了新闻和知识信息的传递速度，打破了传统新闻传播中时间，地域，国别，载体等因素的制约，使全球范围内的新闻和知识信息传播转移成为一种新态势，一种对传统新闻传播的冲击。
