This paper made on - the - spot investigation of the dynamic im- plementation status quo of the building of public column of the county government according to applications and analyses the causes for the problems in the light of government and social public puts forward the building of application - based open system which includes the permanent transformation mechanism of application - based opening and initiative opening, simplifying application - based open re- sponse process and response application - based supervision and management mechanism.
