密歇根州立大学实验室安全管理调研及借鉴

Investigation on Laboratory Safety Management of Michigan State University

国内许多高校实验室安全管理工作存在问题,导致安全事故时有发生,密歇根州立大学安全管理机构(EHS)对实验室安全管理规范合理,可为国内高校的实验室安全管理提供参考和借鉴;文章首先介绍EHS的组织结构、工作任务和在实验室安全管理方面的具体措施,具体包括人员构成、工作小组分类及工作职责和实验室安全和环境管理的保障机制等,然后对国内高校的安全教育和管理现状进行描述和讨论;通过与EHS的工作方法进行对比,归纳了国内高校实验室安全管理所面临的问题并提出了改进建议;学习和借鉴EHS实验室安全管理制度和工作经验来加强和完善国内高校实验室安全管理方法和制度是减少实验室安全事故发生有效的途径。

There are some problems with the laboratory safety management in many domestic universities,and accidents are occurred frequently. Environmental Health Safety（ EHS） of Michigan State University（ MSU） has a comprehensive safe organizational system. EHS working experience in laboratory safety management could provide good reference and inspiration in improving and enhancing college laboratory safety management in China. In this paper,the organization structure,tasks and specific measures in MSU laboratory safety management were introduced,the details included composition ／ classification and duties of the working group,laboratory safety and environmental protection management mechanism,etc. Then education and safety management status of domestic colleges and universities were described and discussed; Through comparison with EHS working methods and experiences, the laboratory safety management problems faced by domestic universities were summed up,and recommendations for improvement were suggested. By discussion and analysis,it could be concluded that learning EHS laboratory safety management system and work experience was effective way to strengthen and improve the domestic laboratory safety management system and reduce laboratory accidents.
