中国在中亚能源合作中的战略定位及策略选择

Strategic Positioning and Choice of China's Energy Cooperation in Central Asia

积极参与中亚能源合作对保障我国能源安全意义重大。该文从我国能源战略高度出发,分析了中国参与中亚能源合作的现状,以及存在的问题,继而指出中国在中亚能源合作中的战略定位。研究发现:中国在中亚能源合作中的策略选择应包含以经济贸易合作为龙头,促进能源贸易的发展;鼓励企业参与中亚能源投资,实施"走出去"战略;扩大能源合作领域,实现能源可持续发展;以政治互信和安全合作为基础,确保能源持久合作;以能源进口渠道多元化与重点化相结合,完善我国能源战略储备体系;以上海合作组织为框架,建立起有效的多边合作机制。

An a ctive participation in energy cooperation in Central Asia is of great significance to the protection of China＇s energy security. From the height of China＇s energy strategy, this paper analyzes the current situation and problems of China＇s participation in energy cooperation, and then points out the strategic positioning of China in the energy cooperation between China and Central Asia. It is found that：the choice of China＇s strategy in Central Asia energy cooperation should be headed by the economic and trade cooperation to promote the development of trade and energy; we should encourage enterprises to participate in energy investment in Central Asia, the implementation of ＂going out＂ strategy; we should expand cooperation in the field of energy to achieve sustainable development of energy; we should base on political mutual trust and security cooperation to ensure a lasting energy cooperation; we should combine energy import channel diversification and focus to improve China＇s energy strategy reserve system; we should rely on the Shanghai Cooperation Organization to an establish effective multilateral cooperation mechanism.
