岳阳市现代水利体系建设研究

Study on Modern Water Conservancy System Construction in Yueyang

地处湘东北的岳阳正积极融入对接长江经济带、长江中游城市群、洞庭湖生态经济区等国家战略,中共湖南省委将岳阳列为该省通江达海的新增长极,对岳阳的水利改革发展提出了更高要求。岳阳应从水利改革发展的体制机制、保障措施等方面着手,全面推进人水协调现代水利体系建设,为经济社会发展提供防洪安全、生态安全、供水安全保障。

The state strategies of Yangtze river economic belt, urban agglomeration in the middle reach of Yangtze river and Dongting lake ecological economic area are carried out in Yueyang that located in northeast of Hunan. Yueyang as a new growth pole throughout both rivers and seas is listed in Hunan, and some higher requirements for water conservancy reform development are proposed by The Committee of Hunan Province C.C.P. The water conservancy reform and development of institutions and mechanisms and safeguards are discussed in this paper. Yueyang should quicken the construction pace of coordinate water conservancy system, in order to provide safeguard of flood, ecology and drinking water for economy society development.
