Safety development currently advocated is scientific development on the basis of public safety. In order to promote the transformation of government functions of public safety,this paper reviews the connotations of safety development and its mutually reinforcing relationship with the transformation of government functions,analyzes what＇s the opportunities and challenges to safety development during the current transformation of government functions,systematically suggests how to let the market decide the allocation of public safety resources and better leverage the role of the governments through streamlining administration and delegating more powers to lower-level governments and society,improving the macro-control system,keeping strict market supervision,innovating government governance and optimizing public services. Thus,it becomes a top priority program in every government to create a good environment for safety development,to provide quality public safety services,and to safeguard social fairness and justice,so as to accelerate safety development.
