论粮食产业发展的生产政策体系

粮食产业发展的生产政策体系,应该包括主体的粮食生产政策体系和配套的粮食生产政策体系,并按照短期、中期与长期三个时间类别进行革新性设计。其中,短期粮食生产主体政策主要包括粮食直接补贴政策、产业结构调整政策等,中期粮食生产主体政策主要包括产出差别补贴政策、重点品种支持政策等,长期粮食生产主体政策主要包括农民收入稳增政策、储备生产计划政策等;短期粮食生产配套政策主要包括富余劳动力转移就业政策、专业合作组织发展政策等,中期粮食生产配套政策主要包括优质劳动力培植稳定政策、高龄农民按时退休政策等,长期粮食生产配套政策主要包括产业结构调整优化政策、高科技武装农业政策等。

The production policy system of commissariat industry development should include the main grain production policy system and supporting commissariat production policy system,and should be renovated and designed in accordance with the innovation of the three time categories： short-term,medium-term and longterm. Short-term main commissariat production policies mainly include the commissariat direct subsidy policy,and the industrial structure adjustment policy etc.,medium-term main commissariat production policies mainly include the output differential subsidy policy,the key variety support policy etc.,long-term main commissariat production policies mainly include the policy of increasing farmers’ income and the reserve production planning policy etc.; Short-term supporting production policies mainly include the surplus labor transfer employment policy and the professional cooperative organization development policy etc.,medium-term supporting production policies mainly include the high quality labor ’s cultivation and stabilization policy,and the old farmer’s retirement policy etc.,long-term supporting production policies mainly include the industrial structure adjustment,optimization policy and agriculture policy armed with high-tech etc.
