落后地区农户家庭承包地去向研究——来自云南典型村的实证

Research on the Whereabouts of Farmer's Contracted Land in the Backward Area——A Case Study of Typical Villages in Yunnan Province

采用参与式农村评估方法,对云南省10个典型村525户农户进行随机问卷调查,分析了农户家庭承包地的去向。结果表明:相对近郊村而言,远郊村拥有相对较大的户均和人均承包地面积,虽然拥有相对更高的转出户数比例,但其面积转出率却反而较低,而面积撂荒率和撂荒户数比例却相对较高。提出了促进耕地流转的针对性建议:一是保障耕地转出农户的合法权益,促使转向非农就业的农户自愿转出耕地;二是提高耕地收益并促进耕地转入,避免耕地撂荒。

By the way of participatory rural appraisal,we conducted a random questionnaire survey of 525 farmers of 10 typical villages in Yunnan Province,and then analyzed the whereabouts of farmer＇s contracted land. Results showed that compared with the suburban villages,outer suburbs had greater area of contracted land per household. Although having higher percentages of outward transferring households,the outward transferring rate was lower; the land abandonment per unit area and the land abandonment households were higher. Some suggestions were put forward to promote the circulation of cultivated land,such as ensuring the legitimate rights and interests of outward transferring households to promote the non-agricultural employment of farmers voluntarily turn out cultivated land; enhancing the balance of cultivated land and promoting the inward transferring of cultivated land in order to avoid the abandonment of cultivated land.
