Operational Issues and Imbalance of China's University Endowment Funds

选取2010-2013年中国大学捐赠基金的收入和支出数据研究,发现大学捐赠基金当前存在募集、投资、使用及分布是否均衡等问题。研究表明中国高校大学捐赠基金存在募集规模小,投资收益低及使用缺乏信托责任等问题;通过对比不同地区高校大学捐赠基金收入支出发现,经济发达省份高校大学捐赠基金的收入与支出水平远高于中西部欠发达地区;部分中西部省份高校出现支出大于收入的赤字现象;并且985高校大学捐赠基金收支水平远高于非985高校。研究建议应当增加高校的财政拨款支持,高校应成立劝募机构,委托专门资产管理机构管理,明晰基金使用规则。

we try to find out the operational problems and imbalance of China＇s university endowment funds with the data of incomes and expenditures of 2010-2013. We find that small amount of raised funds, low return of investment profits and weak trust responsibility are the main problems. Comparing the data of university endowment funds of different provinces, we find that both income and expenditure of the developed district are far more than those of the underdeveloped; and it is also true for the key universities and ordinary universities. We suggest that fiscal allocations be improved, and that universities build special recruitment institutions, entrust professional asset management companies and formulate the usage rules of university endowment funds.
