摘要
区域人力资源池主要指代一种在某一特定区域内部所形成的由不同类型与层次的人力资源所组成的"资源系统",这种"资源系统"的主要作用便是在一定的时间与空间范围内向区域内的各类人力资源使用者提供一定数量的人力资源以满足其对于该类资源的"提取需求"。协商与共识的达成是该资源池协作建设的起点,而纵向协作与横向协作则是这类协作建设活动所依循的两条基本路径。在区域人力资源池协作建设过程中,协作方式的创新、协作机构的建设以及其他相关制度的变革将会对这种协作建设产生重要影响,因此这几项工作应当被置于更为突出的位置。
The regional human resources pool refers to a resources system which located in a certain area and consisted of all kinds of human resources. The function of this kind of resource system is that it is capable of supplying the human resources to these users so that the extracting needs of them can be met. The negotiation and the reach of consensus can be regarded as the starting point of the collaborative construction, whereas the vertical and horizontal collaboration blazes the basic trails for the constructive activities. The innovation of collaborative manner, the construction of collaborative organization and the modification of relevant institution will exert the great influence on the collaborative activities in the process of erecting the pool. Therefore, they should be placed in a prominent position.
