落实纪委监督责任精细化研究

Research into the Implementation of a Detailed Inspection Responsibilities for the Party Discipline Inspection Commission

加强党风廉政建设和反腐败斗争需要落实纪委监督责任精细化。要在深刻把握落实纪委监督责任精细化的重要价值和内涵基础上,针对出现的思想观念认识不到位、能力不足、工作基础薄弱、监督权力与监督责任脱节等问题,从四个方面加以解决:提高认识,增强党委和纪委对落实纪委监督责任的共识度;完善制度,增强严格规范纪委履行监督责任制度的保障力;创新方法,拓宽纪委依规履行监督责任的法定途径和手段;基层试点,研制基层纪委履行监督责任的操作手册和细则,切实推动纪委监督责任精细化落到实处。

Strengthening conduct and ethical governance of the CPC and fighting against corruption require the implementation of inspection and supervision responsibility of CPC Commissions of Discipline Inspection in minute details. Consensus must be reached in enhancing the supervision of CPC Committees and CPC Commissions of Discipline Inspection on implementing supervision responsibilities of Commissions of Discipline Inspection so that, with a true grasp of the significance and connotation in implementing the above-mentioned responsibilities in minute details, problems like insufficient ideological awareness,incompetence, weak work foundation, disintegrated supervision power and responsibilities can be dealt with; regulations are to be perfected for a safeguard for Discipline Inspection Commissions to fulfill their supervising responsibilities; new methods are to be created for a broadened legal means for Discipline Inspection Commissions to fulfill their supervising responsibilities; with observations gained from the basic layers, how-to＇s and detailed guidelines are to be worked out for them to fulfill their supervising responsibilities. Efforts made from these four angles will effectively facilitate Discipline Inspection Commissions in fulfilling their supervising tasks in minute details.
