全面从严治党与巡视制度的相互关系

Analysis of the Relationship Between Comprehensive Rigorous Administration of the Party and the System of Inspection

十八大以来,以习近平为总书记的党中央提出"全面从严治党"的治党思想。"全面从严治党"集中体现在"全面"、"严"、"治"三个方面。巡视作为一项党内监督制度,是实现上级监督下级的重要手段。巡视制度既为实现全面从严治党打下基础,也为推进全面从严治党提供动力,更为落实全面从严治党给予保障。通过进一步强化对巡视组自身的监督、建立巡视工作绩效评估体系、完善巡视工作方式与程序,能够进一步推进全面从严治党的实施,提升党的治理能力,使巡视制度真正成为"全面从严治党"的一把"利剑"。

Since the Eighteenth National Congress of the Communist Party of China, the central committee chaired by President Xi Jinping has been practicing an administrating strategy： governing the Party rigorously and comprehensively. This strategy focuses on three aspects： comprehensive, rigorous and governance. As an inner-Party supervision mechanism, inspection is an important means of achieving supervision from the superior to those at lower levels. The basic relationship between the two lies in that the inspection system is a crucial prerequisite, an intrinsic motivation and more importantly, a guarantee for accomplishing the comprehensive and rigorous governance of the Party. We hope to push forward the Party governance with comprehensiveness and strictness, by further strengthening the supervision of the inspection teams, by establishing the evaluation system of the inspection, as well as by improving the means and procedures of such inspections. Only by making good use of the inspection system can the Party further strengthen its inner governance and improve its administrating abilities, molding an＂invincible sword＂for the comprehensive and strict administrating of the Party.
