论公民生态素养及其培育

On the Ecological Attainment of Citizens and Its Cultivation

生态素养是经过长期的教育和培养而形成的一种生态文化和生态美德修养或品质,其文化核心要素有生态道德认知、生态文化知识储备、生态公共理性修养。当前公众生态素养缺失主要表现为公民环保意识低下、生态知识匮乏、生态行为偏差,其原因主要是生态教育责任缺失、生态行为的法规约束乏力、社会生态价值导向尚未定型、社会生态文化淡薄。提升民众生态素养必须加强生态文化教育以塑造公民生态文化价值观;加强生态制度机制建设以强化生态素养的他律约束;加强生态行为实践以促进生态素养的形成与优化;加强社会生态文化建设以营造生态素养的外部环境。

Ecological attainment is a kind of ecological culture and moral virtue or qualities formed through long term of education and learning,and its core elements include ecological morality cognition,reserve of ecological knowledge,and qualities in ecological public rationality. At present,the public’s lack of ecological attainment is mainly embodied in the low consciousness of environmental protection,lack of ecological knowledge,and deviation in ecological behavior,and the reasons include the lack of ecological education responsibility,the lack of legal restraints on ecological behavior,the unshaped orientation of ecological value,and the weak ecological cultural atmosphere. To improve the ecological attainment of citizens,we must strengthen the ecological cultural education to shape citizens ’ value on ecological culture,strengthen the construction of ecological institutions and mechanisms to improve the external constraints of ecological attainment,strengthen the practice of ecological behavior to promote the forming and optimization of ecological attainment,and strengthen the construction of ecological culture to build the external environment of ecological attainment.
