我国工业园区环境污染:制度缺陷、逻辑与治理

Institutional Flaw,Logic and Governance of Environmental Pollution in Industrial Parks in China

当前我国工业园区在规划机制、招商机制、环保机制等方面的缺陷导致了较为严重的环境污染;从深层逻辑来看,工业园区作为一种制度契合了地方政府经济财政需求、政绩需求和产业升级需求,但基于"发展主义"之上的工业园区制度却内在地与环境保护相冲突。为有效治理工业园区的环境污染,政府应完善对地方官员的绩效考核机制,重构工业园区环保机制,对工业园区进行升级改造以及利用市场化工具,使工业园走向一条生态环保和经济繁荣并行不悖的可持续发展之路。

Nowadays problems in mechanisms of planning , investment and environmental protection have led to serious environmental pollution in industrial parks in China .From the deep logic point of view , industrial parks have met the needs of economic and financial grow th , performance evaluation and industrial upgrading for local governments .The system of industrial parks based on the theory of ＂development＂ is in conflict with environmental protection . For effective management of environmental protection in industrial parks , the government should improve the performance evaluation system of local officials ,reconstruct environmental protection mechanism ,upgrade industrial parks and use the marketing tools to lead industrial parks to a sustainable development road .
