19世纪末20世纪初,欧美公共行政学界共同构建了归属于工具理性谱系的传统公共行政理论。20世纪中期,两者开始出现一些差异,这些差异在20世纪后期逐渐扩大,最终导致两者在21世纪初分化。从欧美公共行政理论的总体发展历程来看,归属于价值理性谱系的公共行政理论逐渐在美国公共行政学界成长并最终与归属于工具理性谱系的公共行政理论交替占据主导地位;归属于工具理性谱系的公共行政理论一直在欧洲公共行政学界占据主导地位。归属于不同谱系的公共行政理论在不断相互融合,这是公共行政理论的总体发展趋向。研究欧美公共行政学界分化现象,能够从中寻获对我国公共行政学界的启示。

At the end of the nineteenth century and the beginning of the twentieth century ,the academic circle of public administration in Europe and America set up the traditional public administration theory which belonged to the instrumental rationality .There were some differences between the two approaches in the middle of twentieth century . These differences expanded gradually in the late twentieth century ,which led to each approach going on its own way .From the perspective of the general development process of the public administration theory in Europe and America ,the public administration theory which belongs to the value rationality has been gradually growing up in American academic circle .In the end ,the public administration theory＆nbsp;which belongs to the value rationality alternately dominates the shift with the public administration theory which belongs to the instrumental rationality . Meanwhile , the public administration theory w hich belongs to the instrumental rationality has been playing a leading role in Europe .The different types of public administration theory integrate progressively .This is the general trend of the development of the public administration theory .We can find the inspiration to the public administration theory of our country through the study on the separation phenomenon in academic circle of public administration in Europe and America .
