产业园区规划跟踪评价公众参与实践探讨

Practical Discussion on Public Participation for Follow-up Environmental Impact Assessment of Industrial Park Planning

在对现有产业园区规划跟踪评价公众参与的法律依据、意义、现存问题等进行分析的基础上,以四川双流经济开发区环境影响跟踪评价公众参与调查为例,从公众参与介入的时段、调查形式和受调查对象等方面进行了创新,进一步探索和验证了规划跟踪评价公众参与的作用及意义,并提出了提高规划跟踪评价公众参与有效性的建议。

Based on the analysis on the legal basis,significance,and existing problems of public participation for follow- up environmental impact assessment of existing industrial park planning,this paper investigated the public participation work for follow-up environmental impact assessment of Shuangliu Economic Development Zone in Sichuan,innovated in the stage of public participation,survey methods and survey subjects,and further explored and validated the role and significance of follow-up environmental impact assessment of planning.Finally,this paper put forward recommendations on improving the effectiveness of public participation for follow- up environmental impact assessment of planning.
