党内问责条例制定之探究

制定党内问责条例是对党内民主权力实现有效约束的重要手段,是提高党内法规体系科学化水平的迫切需要。党内问责条例实现了由党内文件到党内法规的升级转化,具有重要的功能价值。准确把握党内问责条例的问责主体、适用范围、启动程序、结果处置等,是建立问责机制的重要前提。同时,正确区分党内问责与党内纪律处分的"四个不同",提高管党治党的效率,把好制度笼子的开关,对于应对当前全面从严治党存在的突出问题具有重要意义。

It is an important means to develop the inner Party accountability regulations to achieve the effectiverestraint of the Party democratic power and it is an urgent need to improve the scientific level of the inner Partyregulation system. The inner Party accountability rules have achieved the transformation from the Party file to theinner Party regulations, which has important function of value. It ’ s an important prerequisite for the establishment ofaccountability mechanisms to grasp accurately the subject of the accountability of the Party, the scope of application,starting procedures and the results of the disposal. At the same time, it is necessary to distinguish correctly the “fourdifferences” between the Party accountability and inner Party disciplinary, to improve the efficiency of the Party tube,to guarantee the cage system switch, which is of great significance to deal with the current problems existing in thecomprehensive Party governance.
