麻醉药品、第一类精神药品是临床上常用的一种特殊药品,具有极强的身体依赖性和精神依赖性,必须要加强严格管理,避免滥用现象或者流入非法渠道而危害社会。虽然国家和卫生部在2005年先后颁布了关于麻醉药品和精神类药品的管理条例和规定,但于这类药物安全使用也起到良好的推进作用,但是目前仍旧存在着一些不足之处。因此,需要对麻醉药品、第一类精神药品的管理和应用提出更加严格的要求,全面贯彻落实国家管理规定,以从根本上保证麻醉药品、第一类精神药品的安全使用和科学管理。该文在这里通过麻醉药品、第一类精神药品的使用和管理中存在的问题进行简单分析,并提出了相关建议,以对深入执行新规定提供帮助。

Narcotic drugs, psychotropic drugs of category I is clinical on commonly used a special drug, with strong physi- cal dependence and psychological dependence, it is necessary to strengthen the management and strict, avoid abuse or into illegal channels and the harm to the society. Although the national Ministry of health in 2005 has promulgated the manage- ment regulations and provisions on narcotic drugs and psychotropic drugs, but to this kind of safe drug use also plays a good role in promoting. However, there still exist some deficiencies. Therefore, it is the need of narcotic drugs, the management and application of psychotropic drugs of category I put forward more strict requirements, to fully implement the National tube Regulations, in order to fundamentally guarantee of narcotic drugs, psychotropic drug safe use and scientific manage- ment. This paper here by narcotic drugs, the problems existed in the use and management of psychotropic drugs of category I of simple analysis, and puts forward related suggestions and help to the further implementation of the new regulations.
