摘要
目的了解北京市海淀区社区卫生服务人力资源配置现状,分析存在问题并提出建议。方法采用问卷调查和访谈相结合方法对海淀区25家独立社区卫生服务中心人力资源现状进行调查。结果海淀区社区卫生服务人员数量不足和结构不合理,人才引进困难,薪酬待遇不能体现技术价值,激励机制不利于调动卫生服务人员积极性。结论数量充足与结构合理的社区卫生服务人才配置是提供基层卫生服务的前提,机制制度创新是卫生人才队伍合理配置和提高服务质量的保障,社区卫生人才配置是实现分级诊疗的关键。
Objective To understand the present situation of resources allocation of community health service personnel in Haidian district of Beijing,analyze the existing problems and putforward a proposal. Methods Applying combined a questionnaire with interview method,the human resources status quo in 25 independent community health service centers in Haidian district were surveyed. Results The survey revealed that the following problems existed in community health services in Haidian district: insufficient number of health-service personnel and unreasonable structure,difficulty of bring in talents,compensation and benefit could not reflect technical value and the incentive mechanism was not conducive to mobilizing the enthusiasm of health ser-vice workers. Conclusion Adequate number and reasonable structure of community health service personnel allocation are the precondition of providing primary health care. Mechanism and system innovation are the guarantee of reasonable layout of health personnel and improving service quality. Community health personnel allocation is the key of implementing grading treatment.
