摘要
加强军队医院经费使用管理,实现军事、经济、社会效益最大化目标,是新形势下推进军队建设改革发展的紧迫需要。医院作为全军试点单位之一,根据军队医院经费管理绩效控制要求,在组织领导、前期编制、过程控制、监督评估、跟踪问效等方面进行探索,逐步建立比较科学合理的经费绩效评价机制,从而为该项制度的全面实施提供参考。
In order to promote the reform and development of military construction , it is urgent to strength-en the funds management of military hospitals and to achieve the goal of the maximization of military , economic and social benefits , especially under the new circumstances .As one of the pilot units of the army and according to the requirements of funds management and performance control in military hospitals , we have made practice and explo-ration in organizational management , preliminary staffing , process control , supervision and evaluation , and per-formance monitoring , and gradually established a more scientific and reasonable funds evaluation mechanism which provides reference for the full implementation of the system .
