我国东西部地区差距加速扩大，除原有的历史和自然原因外，公平和效率的错位是根本原因，因为，效率的提高最终目的是为了实现东西部地区的共同富裕，诚然，为了提高效率，适当拉开东西部地区之间的合理差距是必要的，但过分扩大的差距不宜长期存在，因此，在效率优先的前提下还应坚持公平的原则，尽量缩小东西部地区之间的差距。
