Opening to the world is a basic standing policy of our country. Introducing and using foreign capital, and participating in economy globalization in whole areas are urgent affairs. Summing-up the past, finding out all existing problems and setting up corresponding measures will promote our country's opening in whole area, multi-hierarchy and broad field, absorb and use foreign capital in broader domain and deeper degree, participate in international cooperation and competition.
