从生存保障到择业自由的残疾人就业政策变革 被引量:7

摘要 残疾人和健全人一样,具有劳动就业的基本权利。新中国成立以来,我国政府为推动残疾人事业发展,启动了以生存保障为目标和促进就业保障、完善就业服务等残疾人劳动就业政策,对残疾人就业起到了促进作用。随着社会进步和残疾人就业权利的提升,要实现残疾人和健全人一样平等就业,还需开拓福利主义的权利模式,实行以择业自由为主要方向的就业促进政策。当前,政府需要尽快出台权利保护模式下的残疾人劳动就业政策,促进残疾人人力资源的开发,扩展残疾人就业的选择范围,最终实现残疾人自由择业权。 Disabled persons have the basic right of labor employment as healthy people. Since the founding of new China, the Chinese government has promoted the development of undertakings for disabled persons, and launched on employment policies regarding the living security as the goal, promoting employment guaranteeing, and perfecting the employment service. These policies have played a significant role in the employment of the disabled. With the progress of the society and promotion of the disabled employment rights, in order to achieve equal employment for disabled persons as healthy people, the Chinese government still needs to exploit the rights of welfare socialism mode, and implement employment promotion policies with the freedom of career choice as the target. At present, the government needs to produce the right protection mode of employment policy, promote human resources development for all kinds of disabled persons, expand the scope of the career choosing for disabled persons, and finally realizes their career choosing right.
