农村贫困残疾人住房问题及其对策思考——基于陕西省某县的调查分析

Housing Problems and Related Strategies for Poor Rural Residents with Disabilities

伴随着经济社会的快速发展,残疾人社会保障状况不断改善,但是农村贫困残疾人在生存和住房等方面仍有许多困难。文章通过对陕西某县的调查,发现农村贫困残疾人住房状况呈现极度边缘化的趋势,主要体现在居住地段较边缘、住房产权拥有率较低、危房比例较高、住房现代化水平较低、人均居住面积较小等五个方面。文章从个人能力限制、社会救助政策支持力度有限、住房政策可及性缺失三个维度对其成因进行了深入分析。在此基础上,提出可以根据农村贫困残疾人及其家庭的收入状况、住房条件、住房需求等方面,通过公共租赁房、就地改造、限价商品房等三种方式建构"三维一体"的农村贫困残疾人住房保障体系的政策建议。

With the rapid economic and social development, social security for the disabled has been improved constantly. However, this isn＇t the case with the livelihood as well as housing for the poor rural disabled. This paper, through investigating a county in Shaanxi Province, reveals the tendency of extreme marginalization of housing in the following five aspects： poor location; low ownership rate of real estate property; high rate of dangerous housing; bad housing conditions; small per capita living space. It analyzes the causes and formation of this trend based on three aspects： restrictions of individual ability, limited social- aid support, lack of availability of housing policy. Finally, in terms of different family incomes, housing conditions and needs, it puts forward a three-to-one model, that is, building rental houses, price-limited condominium and makina in situ reconstruction in order to ensure housina security for the ooor rural disabled.
