改革开放以来,我国法治建设无论是在理论层面还是在实践过程中都取得了重大成就,着力推进法治国家、法治政府、法治社会三位一体的法治体系建设,赢得了广大人民群众的支持和拥护。为进一步提高政府治理能力,让"权力在阳光下运行"成为现实,应构建以依法治理为核心,以民主协商为基础,以分权制衡为手段,以为人民服务为要求的法治政府,从而实现在法治轨道上推进国家治理能力现代化的目标。

Since reform and opening-up to the outside world, our country＇s construction under the rule of law has got great achievements in theoretical level and practical process,which has put forth effort to promote the Trinitarian system construction under the rule of law including the country under the rule of law,the government under the rule of law as well as the society under the rule of law and has won support and advocacy from the vast masses.In order to further improve the government＇s governance ability and to realize that ＂power must be exercised in the sunshine ＂,we should construct the government under the rule of law which takes governance according to law as the core,takes democratic consultation as the foundation,takes check and balance as the means and takes serving the people as the demand to boost China＇s governance ability modernization in the track under the rule of law.
