大学中的校院关系与二级学院的治理是高等教育治理体系与治理能力现代化的重要内容,是激发大学办学活力、提升办学绩效的关键所在。学院制是我国大学组织结构的基本选择,从直线型走向扁平化的管理是我国大学校院关系的基本走向。要加强学院的权力运行、监督与制约,尽快建立学院的权力负面清单制度,完善二级教代会制度,整合和进一步发挥二级学术委员会的作用,关注和研究学生权力在学院的治理中所发挥的作用。

The university-college relationship and the governance of colleges at universities are the major parts of the modernization of governance system and governance ability of higher education. They are the keys to stimulating vitality and improving performance in the operation of universities. College system is the essential choice of university organization structure in our country. The basic orientation of university-college relationship should be from linear management to flat management. The exercise of power operation,power supervision and restraint should be strengthened. The college negative power list mechanism should be established as soon as possible. The system of teachers＇ congress in secondary colleges should also be perfected. The secondary academic committee should be integrated and further brought into full play. Attention and research should be directed towards how students＇ power should be brought into full play in the governance of colleges.
