略论协同推进长江经济带供给侧结构性改革

The Co-operation Promotion towards Structure Reform on the Supply Side for Yangtze River Economic Zone

近年来,长江经济带的发展呈现出令人欣喜的新趋势,不少省市的经济增长逆势上扬,产业结构调整迈出新步伐,战略新兴产业和高新技术产业发展势头迅猛,成为吸引内外资本投资的热土,同时又大跨步走出去投资经营。但另一方面,产业的同构、同质化现象严重;传统产业急剧下跌;不少地方仍遵循传统经济增长模式,新兴产业和外经贸投资出口往往一哄而上。在供给侧的结构问题背后,深层次矛盾是制度性问题。因此,必须协同推进沿江省市的供给侧结构改革,形成一体化协同推进的思维理念、战略思路和重要举措;应当抓住时机,创建多层次的行政一体化协同推进机制,着力在重点行业和重点产品及其它重点领域协同推进结构调整升级与创新转型;并且从重大产业、高新技术产业及科技研发入手,通过资本化和市场化的有效载体与途径,在沿江创建一系列协同发展的战略联盟和利益共同体。

In recent years,the development of Yangtze River Economic Zone presents some excellent new trends,economic growth of these provinces forces them to do the industrial structural adjustment,strategic emerging industries and high-tech industry,and attracting capital investments from home and abroad have become hot spots.However,many industrial structures face the same problem of homogeneity;traditional industries fall behind rapidly;the same traditional economic mode is still used in many places,new industries and export trade are rushing headlong into mass action.On the supply side of the structure behind these troubles,deep-rooted problems are systemic issues.So,we should advance structural reform on the the supply side,form the concept of collaboration,strategy and initiative.We should upgrade the structure adjustment from major industry,hightech industry and the technology development.Along the Yangtze River,we should create a series of strategic alliances and the development of a benefit-community altogether.
