Cooperation and Prospects of G20 in International Investment

二十国集团(G20)是当前国际经济合作的首要论坛,在投资领域致力于推动国际投资多边合作,促进国际直接投资发展。2016年中国作为G20峰会轮值主席国,为促进全球投资恢复强劲增长,针对国际投资体系呈碎片化发展的现状,提出G20应在自愿基础上共同探索制订非约束性的全球投资指导原则或框架,推动G20机制参与全球投资治理。本文回顾与梳理了G20历次峰会在投资领域取得的成果,剖析了2016年G20中国峰会投资议题提出的动因,探讨了G20在投资议题成果落实与促进G20成员在全球投资治理领域合作亟需解决的问题与面临的挑战,并在此基础上提出了相应的政策建议。

G20 is the prime forum for international economic cooperation and in the field of investment, itpromotes multilateral cooperation of international investment and global direct investment.Holding the G20 rotating presidency in 2016, China proposes that G20 members should, on avoluntary basis, explore the establishment of non-binding principles or framework for guidingglobal investment and push the G20 mechanism to become part of the global investmentgovernance regime to restore strong global investment recovery. This article reviews theprogress made by previous G20 summits in the field of investment, analyzes the mainconsiderations for putting forward the investment agenda at the upcoming G20 Summit inChina, discusses the problems and challenges facing G20 members as they cooperate in globalinvestment governance, and puts forward policy recommendations.
