摘要 为推进大电网紧急控制系统的体系建设,提高紧急控制系统的可靠性,建立了大电网紧急控制实验验证评估体系。该体系结合大电网紧急控制系统的架构组成及实际应用功能来构建,包含系统建设、模块功能、数据完整性、可靠性和实时性5个方面的一级到三级的递阶层次结构指标体系。指标体系采用德尔菲法-熵权法组合赋权法进行指标权重设置,参考国家或行业标准并利用德尔菲法设定评估指标的评价判据。通过算例分析表明,大电网紧急控制系统实验验证评估体系具有较强的实用性,能清晰反映紧急控制系统的整体情况,有利于找出其薄弱环节并对其进行改进并加强其系统建设。 In order to promote the construction and reliability of emergency control system, the article set up the assessment system of testing the emergency control system of large grid. Combining with the architecture and the practical application function of the emergency control system, the proposed assessment index system is constructed. The assessment index system consist of the indices from the first grade to the third grade, which cover five aspects, namely construction of system, module function, data integrity, reliability and real-time performance. The index weights are set by combination of Delphi and entropy and the index evaluation criteria is set by Delphi. Results of computing examples show that the proposed assessment system is practical and can reflect overall situation of emergency control system clearly, which benefits finding out and improve the weak link, therefore construction of the emergency control system will be strengthened.
