摘要
近年来,随着电子商务与物流快递的蓬勃发展,电子商务"最后一公里"的配送问题已成为电子商务与城市发展的瓶颈,为此国家正着力推动城市共同配送试点工作。文章在分析当前电子商务共同配送模式的基础上,考虑到城市共同配送既是一项整合末端配送资源、又是一项利国利民的民生工程,构建了电子商务共同配送评价指标体系,运用模糊层次分析法(F-AHP)从政府公共服务视角设定配送资质、配送能力、配送质量、服务质量、营运风险可控性和贡献能力六大指标,并进行综合评价,结果表明,从政府视角选择第三方为主的共同配送模式,可以取得最优的社会效应。
In recent years, with the extensive development of E-commerce and logistics distribution, the "last mile" problem of E-commerce is becoming a bottleneck in the development of e-commerce. Thus, China is trying to promote the pilot work of city joint distribution. The research considers that the E-commerce joint distribution has the function of public service which is based on analyzing the E-commerce joint distribution model. Therefore, when evaluating the city joint distribution model, it should build scientifically the evaluation index system of E-commerce joint distribution from the perspective of improving the effect of social public service, and use fuzzy analytic hierarchy process (F-AHP) to determine and evaluate comprehensively determine the six indexes from the perspective of governmental public service. The results show that the government chooses the third-party joint distribution model which can get the best social effects.
