Analysis of Government Coordination Mechanism of Dongting Lake Ecological Economic Zone

洞庭湖生态经济区建设涉及33个县市区地方政府,政府间横向关系复杂,彼此间存在着不同的利益诉求,只有建立良好的协调机制才能实现生态经济区的建设目标。多元化的政府目标、分割的政府管理体制和独立的行政区经济利益是建立地方政府合作机制的主要障碍。构建生态经济区政府合作机制应该规范地方政府生态管理职责和行为,建立组织机构协调机制,并从信息沟通、主体协商、生态补偿等方面完善运行机制。

The construction of Dongting Lake Ecological Economic Zone involves 33 governments at all levels and the local authority of Dongting Lake. Since there are complex relationships and different interest demands between these governments, only by establishing good coordination mechanism can we achieve the goal of building ecological economic zone. It is found that the diversified government targets, divided government management system and independent economic interests are the main obstacles to establish local government cooperation mechanism. To solve these problems, governments at all levels should regulate eco-management responsibilities and behavior, consolidate the organization structure, and improve the operational mechanism from the information communication, subjects of negotiation, ecological compensation, etc.
