新医改背景下山东省社区卫生服务机构收入结构变动分析

Analysis on the income structure variation of community health service institutions in Shandong Province under the new medical reform

目的 :对新医改背景下山东省社区卫生服务机构收入结构变动情况进行研究。方法 :运用结构变动值、结构变动度和结构变动贡献率等评价指标,对新医改前后山东省社区卫生服务(CHS)机构收入结构变动情况进行分析。结果 :新医改实施后,CHS机构财政收入结构变动值增加;药品收入的结构变动方向由正向变为负向;体现劳动技术价值的收入项目增长明显。结论 :CHS机构收入结构变动度较大,财政收入增加,基层医务人员技术价值在一定程度上得到体现,药品费用有所控制。建议进一步完善社区卫生服务机构补偿机制,规范药品收入管理,提高医务人员相关技术费用。

Objective： To study the income structure variation of community health service institutions in Shandong Province under the new medical reform. Methods： Value of structure variation, degree of structure variation and rate of structure contribution were used to analyze the income structure variation of community health service institutions in Shandong Province. Results： After the new medical reform, the value of structure variation of revenue increased. The direction of structure variation of drug income became negative. The income items reflecting technology value obviously increased. Conclusion： The degree of revenue structure variation of community health service institutions varied. The revenue from government subsidies increased. The labor value of basic medical stuffs was taken seriously. And the drug expenses were controlled. It is suggested to perfect reimbursement mechanism of community health service institutions, normalize the management of drug revenue and increase the technology income of medical stuffs.
