放权方式转型与政社关系重构

在我国简政放权改革中,进行取消和下放行政审批权的同时,还应积极转变放权的方式,由传统的、简单的,带有权力延伸性质的"权力下派",转向现代的、多向的、真正的将权力下放给社会基层组织的"权力下放"模式,这种放权模式的转型将会对我国权力运行体系以及政社关系重塑产生革命性的影响。在这一放权方式转变中,还应具备"转型与结合"的问题和发展意识,即组织化动员与社会化动员结合、整体性治理与分散化治理结合、硬权力与软权力结合、一般性与特殊性结合,从而实现转型的平稳过渡和社会基础的可持续发展。

During the administive system innovation, when delegated and devoluted the administrative examination and approval authority, it is necessary to change the method of power decentralization, whose processes are from tradition to modern, from single to pluralism and from power devolution to power decentralization. The new method of power decentralization will change the principle of power operation and reconstruct the relationship between the government and the communities. In the transformation process, ＂transformation and integration＂ is another point, it means that systematization mobilization united social mobilization, whole management united decentralization management, hard power united soft power and generality united uniqueness in order to keep stable transformation and society sustainable development.
