工业园区中“管排治”三方治污策略模型

Strategy Model of Pollution Control Among Government, Sewage Enterprises and Pollution Control Enterprises in Industrial Park

针对工业园模式下排污企业和第三方治污企业在治污费定价上的不同地位,探讨了管理机构对工业园中排污企业和第三方治污企业的治污进行补贴的必要性和有效性,建立了工业园中管理机构、排污企业和第三方治污企业治污策略的三层规划模型.通过对模型的讨论,说明了在工业园模式下,管理机构提供治污补贴,可以充分发掘企业的治污能力,并能够对治污费产生影响,从而降低企业的治污成本,提高社会的总收益.

Aiming at the different position in sewage charges between sewage enterprises and third-party pollution control enterprises in industrial park, the necessity and effectiveness of the government＇s giving subsidies to them was discussed. The three-levels programming model of pollution control strategy among government, sewage enterprises and third-party pollution control enterprises in industrial park was established. Through the discussion on the model, it shows that the government＇s subsidies for pollution control can fully explore pollution control ability of those enterprises, and can impact on the sewage charges, thereby reduce the cost of pollution control and improve the social overall benefit.
