Strategic Dilemma and Equal Share: Australia's Asia-Pacific Strategy in the Context of China's Rise

亚太地区正在发生的力量均势变化已经对澳大利亚的亚太战略产生了显著影响,中国的崛起使澳大利亚不得不面临历史上最严重的战略两难——安全盟友与经济伙伴分属于两个有可能处于竞争态势的大国。随着中国力量的上升和中澳经济关系的持续加强,以及美澳传统安全同盟在亚太地区承担的"新责任"的凸显,这种战略两难变得更为尖锐。避免战略两难、维持并扩大利益均沾的局面,成为当前澳大利亚亚太战略的主要目标,同时也是亚太地区多数中等国家共同的战略诉求。

The power changing, especially China＇s rise, in the Asia-Pacific region, has put Australia into the most serious strategic dilemma in its history. That is to say, Australia＇s security ally and economic partner are belonging to two competitive major powers. With the constant strengthening of the economic relations between China and Australia and the highlights of the new responsibilities assumed by U.S.-Australia security alliance in the Asia-Pacific region, the strategic dilemma becomes even much tougher. Thus, avoiding strategic dilemma and expanding equal share have become not only the main goals of Australia＇s Asia-Pacific strategy but also the common strategic aspirations of many middle powers in the Asia-Pacific region.
