利比亚战后乱局中的部落因素

Tribal Factors in Post-war Chaos in Libya

利比亚战后未能实现政治和经济重建,相反却陷入了严重动荡,恐怖极端势力趁乱进入并大幅扩张。利比亚战后乱局形成的原因众多,其中部落因素成为造成当前政局动荡的主因之一。具体而言,部落因素对政权过渡、经济重建、安全环境以及对外关系等方面产生了多重影响。此外,在利比亚未来的政治和解及打击恐怖主义问题上,部落因素的作用也不容小觑。

Libya hasn't achieved lasting stability,reconstruction and development since the end of the war in 2011,but got into the grow ing mess,and led to the entrance of the terrorist forces and their expansion. There are many reasons for the formation of the mess,include both internal and external factors. Tribes,as basic social cells in Libya in all ages,have exerted influences on various aspects of national development. The tribal factor also plays an important role in the formation and development of Libyan postw ar mess,embodied in many aspects,such as political transition,economic reconstruction,security environment and foreign relations. The tribal factor cannot be ignored in Libyan political reconciliation and fighting against terrorism in the future.
