产权理论的微观与效率分析方法很难对宏观经济运行给出合理解释,因而也难以客观地评价国有企业在社会发展中的重要作用。本文将"生产规模"纳入产权分析理论体系,以此为理论基础,从社会供给角度论证了工业革命之后国有企业所承担"国家使命"的演变过程,并提出了根据产品市场供给水平来实施国有企业分类改革的基本思路。

Property rights theory of micro and efficiency analysis method is difficult to explain the operation of macro-economy reasonably, therefore, it＇s difficult to evaluate the state-owned enterprises in the important role objectively in the development of society. The article will bring ＂production scale＂ into the property rights analysis theoretical system, with which as the theory basis, from the perspective of social supply, demonstrated a process that the ＂national mission＂ of state-owned enterprises evolved after industrial revolution, and put forward a basic idea that according to the product market supply level to implement state-owned enterprises classified reform.
