公共治理在中国的适用性争议与治理局限性

The Argument of Public Governance's Applicability in China and Its Limitations

兴起于西方社会的公共治理理论对中国产生了极其深远的影响,"国家治理"热的现象就是其影响的一种折射。但"国家治理"热并不能说明公共治理在中国是适用的。公共治理理论在中国的适用性还存在着争议。对公共治理在中国的适用性持否定观点的学者给出的理由是:中国面临的问题不是公共治理所要解决的对象,中国没有发达的公民社会和公民理性参与的能力等实施公共治理的条件,以及中国政治权威对公共治理的排斥。事实上,中国已经出现了有利于实施公共治理的条件,公共治理在中国是具有适用性的,然而公共治理的实践范围和实践价值是有局限性的,它并不能成功地解决所有的中国问题。

The theory of public governance rising in the western society, has a far-reaching impact on China. The hot issue of ＂national governance＂ is a reflection of its effect. However, the issue does not mean that the public governance is applicable for China. The applicability of the theory of public governance in China is still controversial. The reasons of the negative views on this issue are： First, the problem now China facing is not the one that public governance is to solve. Then,China has not a developed civil society and the rational ability of citizens to participate politics.And the political authority exclude to public governance etc. In fact, China has appeared some advantage conditions to implement public governance.However, the practical scope and practical value of the public governance are limited. For example, it can not solve all the problems of China.
