权力灰色地带的政府投资结构探析——基于安徽省30个县的经验数据

Analysis of the Government Investment Structure for Power Grey Areas——Based on the Empirical Data of 30 Counties in Anhui Province

公权力边界的清晰界定与权力范围的有效规制是当前依法治国背景下政府行政体制改革的基本要求。以公共服务为着力点,深化行政权力改革,在简政放权的基础上合理配置政府财政资源,推动地方政府投资结构渐趋合理,以此推进法治政府、有限政府、责任政府、服务型政府的建设进程,是当前政府行政体制改革的基本思路。本文以安徽省30个县的经验数据进行实证分析,证实了县级地方政府"权力任性指数"与地方政府投资结构的显著相关关系,并基于此试探析制约与监督政府权力的任性行使,推动政府权力规范化、科学化、程序化运作的举措。

Under the background of the rule of law basic requirements,the clearly boundaries of public power and the effective regulation of its scope is the basic requirements of government administrative system reform. With the guidance of the public service,deepen the reform of the administrative power in and to delegate on the basis of rational allocation of financial resources,promote the local government investment structure is reasonable,to promote the rule of law government, limited government,responsible government,service-oriented government construction process,is the basic principles and countermeasures of the current administration system reform. In this article,we based on the empirical data of 30 counties in Anhui province,confirmed the significant correlation of the local governments＇ power capricious index and local government＇s investment structure,based on this test analyze the capricious,restriction and supervision and the power of the government is to promote the standardization of the government power,scientific and stylized.
