在我国当前的经济运行中,存在政企不分、所有权歧视、委托代理成本高昂、混合所有制改革缓慢等问题。主要原因是国有企业实行行政化管理,公司治理机制不完善,存在企业所有制歧视,民营企业地位矮化。混合所有制经济具有能够实现所有权财务公平、优化资源配置、完善公司治理、实现资本增值、放大公有制功能等内在价值,因此它是社会主义市场经济的正确选择。混合所有制经济改革的对策是实行分类别的进入机制,国有企业去行政化,建立公平的市场环境,完善资本市场和公司内外治理机制。
