山西省节水灌溉发展制约因素及对策

Restricting Factors and Countermeasures of Water-saving Irrigation Development in Shanxi Province

现阶段,水资源短缺已成为全球性的问题,发展节水灌溉技术势在必行。阐述了山西省节水灌溉发展现状,指出了节水意识不强、资金投入不够、扶持力度不大等制约其发展的因素,并提出了结合政策,因地制宜发展节水灌溉、加大投入,推进节水灌溉发展等相应对策,从而实现水资源可持续发展。

At present ,water shortage has become a global problem ,it is imperative to develop water-savlng irrigation technology. The present situation of water-saving irrigation development in Shanxi Province was expounded, and the restraining factors were pointed out,including the water- saving consciousness was not strong, financing and support were insufficient. Corresponding countermeasures were proposed, such as combination of policy,adjust measures for local conditions to develop water-saving irrigation,increasing investment,promoting the development of water-saving irrigation, so as to realize the sustainable development of water resources.
