北京市农业行政许可制度探析

农业行政许可事项名目多,材料要求复杂,包含肥料、农药、兽药、水产、饲料、草种和定点屠宰、种子、植保等方面,以北京市为例,共有65个大项,年均总受理总量为1 902件,有专业技术性强、审查处室多、时限长、难度大的特点,目前难以实现一站式审批、纯电子版审批、专人专事受理等条件。在未来的改革中,可以向完善审批机构、整合审批人员、简化办事流程、规范行政审批行为、奖励与管理并行等方面进行,进一步提升群众办事的方便程度。

The number of administrative approvals in agriculture is really considerable ,which also have extremely complex requirements in paper materials, including fertilizer, pesticides, veterinary drugs, aquatic products, fodders, slaughtering, seeds, plant protection and so on. For example, there is 65 administrative approvals of agriculture in Beijing, 1 902 applications every year. The characteristics of these approvals are highly professional, which should be examined difficultly and accepted by many government reviewers or experts in a very long time. Now ,many dilemmas come up in this area, such as the difficulty to achieve ＂One Station＂ examining and approving system,electronic edition examining,someone special to handle each area and the like. In the future, reforming the examining system is under way, and a lot of measures which includes improvement of examining institution, personnel adjustment, simplifying the process, standardization of the approval process, and rewarding system could be implemented. It would be much easier for the applicants filing of an agriculture application in the future.
