城市黑臭水体治理思路初探--以山东省胶州市跃进河-如意湖流域为例

Discussion on the governance of city black smelly water:an example of Yuejin River-Ruyi Lake Basin in Jiaozhou City of Shandong Province

近年来,城市黑臭水体问题益发严峻,严重影响了公众对城市环境的感官认知。探讨了城市水体环境管理中存在的片面治理、水资源浪费、建设方式单一、工程管理不可持续的四大误区。同时,以山东省胶州市跃进河—如意湖流域为范例,提出了统筹时空分布、注重溯源解析、合理配置水资源、因地制宜选择治理技术、注重管理延续性等治理思路。

Black Smelly Water problems in urban city had become increasingly serious in recent years,which im- pacted the public badly on the sensory perception of urban environment. The problem of unilateral governance,waste of water resources,simple construction methods and unsustainable project management in urban water environment management was discussed. Yuejin River-Ruyi Lake Basin in Jiaozhou City of Shandong Province was taken as an re search example. It showed that the urban river should be managed by putting forward ideas of time-space distribution as a whole, focusing on traceability parsing, allocating water resources rationally, choosing appropriate pollution con- trol technology based on local conditions and paying attention to the continuity of management.
