海上油气田应急通讯包含卫星通信,海事卫星通信,飞机导航通讯,单边带通讯等系统,任何一个通讯系统瘫痪,都会影响相关通讯导航业务,导致安全事故的发生。全海域应急通讯监控系统的建立,就是为了实时了解任何一个平台通讯设备的运行状态,及时发现故障的通讯系统,保障海上通讯系统的完整性。
